충청북도 천연물 산업의 구조 진단과 발전 전략에 관한 연구

· 연구 주제: 본 연구는 충청북도 천연물 산업에 대한 문제점을 파악하고 이에 대한 발전방안을 제시한다. · 연구 배경: 최근 고령화, 웰니스 소비 증가, COVID-19 이후 면역력 강화에 대한 관심 고조로 천연물 산업이 주목받고 있으며, 특히 충청북도는 제천 한방바이오 클러스터를 중심으로 국내 천연물 산업의 성장 거점으로 부상하고 있다. 그러나 산업은 여전히 중소기업 중심, 낮은 기술 상용화율, 디지털·글로벌 전략 부재 등 구조적 한계를 안고 있어 체계적인 정책적 대응과 구조적 진단이 필요한 시점이다. · 선행연구와의 차이점: 본 연구는 기존의 전국 단위 분석이나 전통의약 중심 접근에서 벗어나 충청북도라는 지역 맥락에 집중하여 클러스터 기반 천연물 산업의 구조, 정책, 협력 생태계를 종합적으로 분석하고자 하였다. 또한 독일, 일본, 중국 사례와 비교하여 지역 맞춤형 전략을 제시했다는 점에서 차별성을 지닌다. · 연구방법: 문헌분석, SWOT 분석, 선행사례 비교분석을 중심으로 산업 현황과 정책 성과를 진단하고, 전략적 시사점을 도출하였다. · 연구결과: 충북 천연물 산업은 일정 수준의 R&D 인프라와 산업 외연을 확보하고 있음에도 산·학·연 연계 미흡, 기술사업화 부진, 글로벌 진출 기반 부족 등 복합적 문제에 직면해 있다. 이에 본 연구는 산업연계형 실용연구소 구축, GMP 및 임상체계 정비, 국제 인증 및 수출 전략 강화, 제도 기반 정비, 인력 양성 및 산학협력 확대 등 5대 전략을 제안하였다. · 공헌점 및 기대효과: 본 연구는 천연물 산업의 질적 고도화를 위한 실천적 전략을 제시함으로써 충청북도 바이오 경제 발전에 기여할 수 있으며, 향후 국가 천연물 정책 수립과 지역 산업정책 설계에도 활용 가능한 이론적·정책적 기초자료로 기능할 것이다. · Research topics: This study aims to identify the key issues surrounding the natural product industry in Chungcheongbuk-do and propose corresponding development strategies. · Research background: With the recent acceleration of aging society, growing interest in wellness consumption, and heightened concern for immune health following the COVID-19 pandemic, the natural product industry has come into renewed focus. Particularly, Chungcheongbuk-do has emerged as a core hub for the domestic natural product industry, centered around the Jecheon Oriental Bio Cluster. However, the industry continues to face structural limitations, such as its heavy reliance on small- and medium-sized enterprises, low commercialization rates of R&D outputs, and insufficient digital and global strategies. A systematic policy response and structural diagnosis are therefore urgently required. · Differences from prior research: Unlike previous studies that focused on nationwide analyses or traditional medicine-oriented perspectives, this research concentrates on the regional context of Chungcheongbuk-do. It comprehensively analyzes the structure, policies, and collaborative ecosystem of the natural product industry based on a cluster model. Furthermore, by benchmarking international cases from Germany, Japan, and China, this study proposes localized strategies tailored to the region's unique characteristics. · Research method: This study employs literature review, SWOT analysis, and comparative case analysis to assess the current state of the industry and policy outcomes, and to derive strategic implications. · Research results: Despite securing a certain level of R&D infrastructure and expanding the industrial scope, the natural product industry in Chungcheongbuk-do is currently facing multiple issues such as weak academia-industry-research collaboration, low technology commercialization, and inadequate foundation for global expansion. To address these challenges, this study proposes five key strategies: establishing an industry-linked applied research institute, improving GMP and clinical research systems, strengthening international certification and export strategies, refining policy frameworks, and fostering workforce development and university-industry cooperation. · Contribution points and expected effects: This study contributes practical strategies for the qualitative advancement of the natural product industry, which can serve as a cornerstone for the development of a bioeconomy in Chungcheongbuk-do. It is also expected to provide a valuable theoretical and policy reference for formulating national natural product policies and designing future regional industrial development plans.
