Summary: | Underpasses are steadily being constructed as an alternative to address concentration of population and road network, but they have the disadvantage of flooding. The objective of this study is to discuss the current status of underpasses in South Korea and briefly classify their flooding risk to provide a supporting information for future policy analysis and decision-making. Total of 974 underpasses located nationwide were obtained and analyzed their current status. Two previous policy studies on underpasses, which suggested that an urgent response to underpass flooding was needed, were reviewed. Flood risk grade of underpasses was defined as from A to D based on three criteria - inclusion in the flood risk zone, historic record of flooding, and year of constructed - and analyzed the results by applying them to underpasses. As the result of the study, 771 underpasses, which is about 79.2% of the underpass nationwide, were estimated as the grades A to C that corresponded to one or more flooding risk factors and required response. It also was suggested that local governments should make an effort to prevent flooding by improving facilities and installing flood countermeasure systems, and urgently revise laws, standards, and information for preventing flooding in underpasses.
