基地問題をめぐる沖縄政界の共通認識 ― 認識基盤としての沖縄アイデンティティーを中心に

本研究の目的は基地問題をめぐる沖縄と日本政府との対立の中で、オール沖縄が掲げている沖縄アイデンティティーの根源と歴史的に確かめることにある。そのため、とりあえず、沖縄政界がアイデンティティーの背景と主張している諸事件を分析した。分析結果、沖縄戦、平和憲法との分離、 朝鮮戦争と米軍の長期占領という事件の中で、県民は琉球王国の文化であった 「非武の文化」と反戦平和を願う心が作られたことが分かった。一方、米軍の強圧的な土地接収により、沖縄政界は日本への復帰を推進しようとした。これは平和憲法と日本の経済的支援が沖縄に投射されて米軍占領を終えさせるとともに、基地問題と解決しようとする意図から行った。このような認識はベトナム戦争と沖縄返還交渉を経りながらも現われた。特に、保守系は米軍基地を認めたが、それは地域発展をための一時的な受容であった。つまり、沖縄政界は方向性に対して差があったが、「基地なしの沖縄」を希望していたといえる。この認識は返還を通じて敗戦の歴史を終結させるが、基地を維持しようとした日本政府の基地問題に対する認識とは、根本的に異なる視覚だった。たとえ、沖縄保守系と日本政府の意見合致のため、基地は存続されたが、平和の島に対する願望は本土政治と相違である沖縄アイデンティティーとして存在してきた。このような分析結果はアイデンティティーと基地問題の現在に焦点を当てる既存研究を補い足し、沖縄アイデンティティーを歴史的脈絡から明らかにした点に、その意義を持つといえるだろう。 This study examines the origin of Okinawan identity, which is being advocated by All-Okinawa in the confrontation between the Japanese government and Okinawa over the base problem. This article confirms that historical events, the Okinawa battle, the separation from peace constitution and then the occupation of US Army during the Korea war, had made Okinawan to desire for an anti-war peace and unarmed spirit which was came from the culture of the Ryukyu kingdom. Meanwhile, because of land requisition of US military, the Okinawan politics decided to push ahead with the reversion to Mainland of Japan. Okinawan politics had attempted to resolve the base problem by applying constitution to Okinawa. Although the Okinawan conservative had allowed the US military base, they had regarded the US base in Okinawa as a temporary expedient for their economy development. In other words, even if the Okinawan politics had different ways to resolve the base problem respectively, they had hoped for founding an Okinawa of peace. These kinds of Okinawan blueprint was fundamentally different from the perspective of the Japanese government over base problem only to end the history of defeat in the Second World War but maintain the US base in Okinawa for retaining US-Japan security system. In other words, the Okinawa identity originated from war experiences and a unarmed culture, and was the ideological basis for shaping a common recognition of Okinawan politics over base problem. Also, this is the background of the formation of All-Okinawa.
