Summary:Purpose: The study was to conduct a cost-benefit analysis of the Korean Mother Safe (KMS) counseling center for preventing voluntary pregnancy terminations among women who were inadvertently exposed to potential teratogen. Methods: We studied 24,807 pregnant women from April 2010 to December 2014. Participants received information on the safety and risk of their inadvertent exposure to therapeutic drugs. The overall cost of the intervention was estimated to be 1,226,000,000 won over the study period of 5 years. Results: Among 24,807 pregnancy exposed to drugs or substances, 20,515 births were estimated based on 82.7% birth rate. In the clinic, the prevention rate of artificial abortion was 34.5% (n= 707). In the call center, the number of the voluntary pregnancy terminations prevented by teratogen- risk counseling were estimated to be 7,852; 5,496; 3,926; or 2,356, depending on whether the efficacy of the call center was assumed to be similar to, or 70%, 50% or 30% of the prevention rate estimated for the clinical services. The money saved by avoiding operation for the termination was estimated to be 6,420,000,000 won at 100% of the efficacy and 2,300,000,000 won at 30%. In addition, the money by production inducement from birth to 80 years old in Korea was estimated to varied from 8,635,160,000,000 won to 3,090,260,000,000 won, respectively. The number of potential jobs created was estimated to varied from 8,140 to 2,912, respectively. Conclusion: These results indicate that the cost-benefit of the teratogen-risk counseling provided by the KMS for the prevention of voluntary pregnancy terminations is substantial.
