Summary: | The issue of management of high seas fisheries has increased rapidly in salience over the last five years. Increasing concern by coastal State officials and the general public has been generated by various conflicts which have occurred over stocks which straddle exclusive economic zones (EEZs) and the high seas; by conflicts over the harvest of marine mammals, especially cetaceans, on the high seas; and by conflicts over the use of large-scale pelagic driftnets and the level of incidental or non-target catch (bycatch) associated with the use of this type of fishing gear.
