Summary:This article analyses the process of institutional structuring of the Spanish non-profit sector in the social services sphere. The study shows how non-profit organisations linked to the Spanish social services system have produced an institutional network of second and third level entities with representative and socio-political advocacy functions. We are interested in the characteristics of this process, the perceptions of those involved and its effects on the formation of the Spanish social welfare model, contextualized in the context of Southern European countries. We conclude that the non-profit sector has not been a subsidiary actor in the formation of the Spanish social services system, instead, it has played an active role in shaping the agenda and structure of public policy in this area. However, this process has also generated an internal tension between collaborative and advocacy positions.
