Summary:The link between the energy sector and climate change mitigation may be studied through understanding the effect of the main key factors that determine energy use in cities. This chapter presents a conceptual framework for assessing climate co-benefits in the energy sector and discusses the classification of expected co-benefits in the urban energy system. The cases in the chapter follow two themes. The first two cases discuss modeling results from Japan's historical experience of pollution control and projected co-benefits from control policies applied to four large Chinese cities. The second set of cases address in some detail the role of executive policy targets in supporting the reduction of energy use and pollution in Shanghai, China and Shenyang, China. It is clear that, with significant constraints on a sustainable energy supply, it is fundamental that attention is given to energy consumption reduction.
