Summary: | Currently, one of the main objectives of organizations is to achieve improvements in organizational performance. At the same time, they are inserted in a context of uncertainties and complexity that requires flexibility in the face of demands and transformations of the environment. In this context, the elaboration of a strategic planning appropriate to the characteristics and aspirations of the organization is essential. The BSC is a methodology that assists in the formulation of planning and in the definition of strategic objectives for organizations, whether they are in the private or public sector. Thus, this study seeks to make use of this methodology to develop proposals for objectives for the Department of Information Technology and Communication of the Municipality of Parauapebas. For this purpose, documental research, participant observation, and face-to-face meetings were used with the application of the brainstorming technique, seeking to gather information that would provide the elaboration of these objectives. Finally, it was possible to perceive that the BSC is an instrument capable of assisting the department under study in the development of an efficient strategic planning, providing a systemic view of the organization and the visualization of the strategy through cause-effect relationships among the proposed objectives, demonstrated through the strategic map. Ao mesmo tempo, elas estao inseridas em um contexto de incertezas e complexidade que exige flexibilidade frente as exigencias e as transformacoes do ambiente. Nesse contexto, a elaboracao de um planejamento estrategico adequado as caracteristicas e pretensoes da organizacao e essencial. O BSC e uma metodologia que auxilia na formulacao do planejamento e na definicao de objetivos estrategicos para as organizacoes, sejam elas do setor privado ou publico. Assim, este estudo busca fazer uso dessa metodologia para desenvolver propostas de objetivos para o departamento de tecnologia da informacao e comunicacao da Prefeitura de Parauapebas. Para tanto, fez-se uso de pesquisa documental, observacao participante e reunioes presenciais com a aplicacao da tecnica de brainstorming, buscando reunir informacoes que proporcionassem a elaboracao desses objetivos. Por fim, pode-se perceber que o BSC e um instrumento capaz de auxiliar o departamento em estudo no desenvolvimento de um planejamento estrategico eficiente, proporcionando uma visao sistemica da organizacao e a visualizacao da estrategia por meio das relacoes de causa-efeito entre os objetivos propostos, demonstrados por meio do mapa estrategico.
