Summary:The article deals with the fact that the absence of information on the chemical substances which a man breathes, which come to a human organism with water, foods, what level of radiation pollution, noise, electromagnetic irradiation a man is surrounded by, which way all these factors effect the man leaves him/her without protection, it is harmful for his/her health and violates human rights. In this connection required is revising the chemical substances which are to be under control, arranging stationary posts of controlling concentrations of hazardous substances in atmospheric air, unifying testing methods and introducing control methods free of "a human factor". There is a need in up-to-date information technologies for collecting, storing and processing of ecological information and access to it on the part of enterprises interested and also jural protection of the persons who suffered because of the influence of negative manifestations of the pollutants in the environment, where they live, on human organism
