Summary:There are million hectares of semi arid area in Indonesia that has potential for livestock development. Some semi arid areas have shown to have good sustainable development for livestock farming systems, therefore, it is important to learn how development could be achieved in order to get a model for livestock development in other semi arid areas. A research was conducted in two semi arid areas in Indonesia at the Special District of Yogyakarta and Giliang - Sumenep-East Java. A rapid rural appraisal with Gender Analysis Framework as the questionnaire guide was conducted. Results show that the success of the integration of livestock in the farming systems in semi arid area was significantly influenced by the social system. These are the availability of qualified motivators, maintenance of the existing culture related with the livestock production, intensive extension services and demonstration plot that could stimulate farmers to follow and practice, as well as the support of appropriate institution. This study concluded that developing livestock production in semi arid area, a model of infrastructure mentioned above is very important to be created
