Summary:A perspective of biosafety in the Philippines is disucssed covering conceptualization to actual implementation as well as future concerns. Field interviews and data analysis were done to get an exhaustive scenario on the role of biosafety policies on R and D [Research and Development]. A comparative analysis highlights recent changes in making the 1991 national guidelines more responsive, less stringent and easier to operationalize. Recommendations are forwarded to further strengthen institutional mechanisms on biosafety so that policies support rather than impede biotechnology research and development
