Summary:A methodology for planning the operation of the irrigation district No 017 Region Lagunera, located in the North of Mexico is presented herein. The hidrological system has two dams, Lazaro Cardenas (LC) and Francisco Zarco (FZ), they are in series and there is a water transfer relation ships between both dams. The methodology uses an analysis of the water productivity as well as a combination of linear programming and simulation. The linear programming model for the district, maximizes the net return of the farmers, subject to restrictions of the system, availability of xater and land and transfer relation ships. The linear programming model gives optimum cropping pattern for the district and dam operation rules. The simulation model, programed as a microcomputer package, resembles the performance of the system under the control of the planner and expected inflows. From the results, it was concluded that the methodology is a useful tool to help those persons who are responsible for the operation of the system in study. En este trabajo se desarrolla una metodologia para la planeacion de la operacion del Distrito de Riego No. 017 Region Lagunera ubicado en el Norte de Mexico. El sistema tiene dos presas, Lazaro Cardenas (LC) y Francisco Zarco (FZ), las que estan conectadas en serie y tienen relaciones de transferencia de agua entre ambas presas. La metodologia usa un analisis de la productividad del agua y la combinacion de programacion lineal (MPL) y simulacion (MS). El MPL maximiza el beneficio neto de los agricultores, sujeto a restricciones de la operacion conjunta de las presas, disponibilidad de agua y tierra y relaciones de transferencia. El MPL genera un patron de cultivos optimo para el Distrito de Riego y las reglas de operacion de las presas. El MS programado en un paquete de computo reproduce el funcionamiento del sistema bajo el control del planificador, quien obtiene respuestas a propuestas de patron de cultivos y aportaciones esperadas. De los resultados obtenidos se concluye que es posible mejorar la productividad del agua, a traves del analisis de la conformacion del patron de cultivos y la operacion del sistema LC-FZ, utilizando esta metodologia como herramienta de ayuda para los planeadores de la operacion del distrito en estudio.
