Summary: | Technology assessment on rice based farming system in Jember district was carried out at Bangsalsari sub district, starting on rainy season 1995/1996 till late dry season 1996. Cropping pattern applied on the assessment area was rice-rice-soybean. Rice production techniques compared three alternatives, namely (1) direct seedling (TABELA) using Memberamo variety, (2) transplanting technique using Memberamo variety, applying improved technology and (3) farmers technique as a comparison. Soybean production technique applied the technology package recommended by the BIMAS technical team/AIAT Karangploso. Assessment was conducted in area of 500 ha owned by about 770 farmers. The most productive yearly cropping pattern was: rice direct seeding-rice transplanting improved technology-soybean using improved technology. Income obtained by farmers applying this pattern was Rp 5,399,670 per ha. Problem to popularize the technology was hampered by shared crop system, where shared cropper tended to refuse to adopt more intensive technology. Unpaid the previous year loan affected farmers were not eligible for new credit to purchase agricultural input technology. Seeder (ATABELA) was not readily adopted by farmers, because the land as a deep mud and heavy, that made the operation difficult. Pengkajian sistem usahatani berbasis padi (SUTPA) di Kecamatan Bangsalsari, Kabupaten Jember di mulai sejak musim hujan (MH) 1995/1996 dilanjutkan pada musim kemarau (MK) 1996. Pola tanam dominan yang dikaji adalah padi-padi-kedelai. Untuk pertanaman padi dikaji 3 jenis paket teknologi, yaitu teknik TABELA dengan menggunakan alat tabur benih (ATABELA) dan TAPIN Plus (tanam pindah yang disempurnakan) dengan menggunakan varietas unggul baru Memberamo serta cara petani (varietas IR-64) sebagai pembanding, sedangkan paket teknologi kedelai yang dikaji adalah paket teknologi anjuran Tim Teknis Bimas Propinsi Jawa Timur. Luas areal pengkajian tiap musim tanam ditargetkan sebesar 500 ha. Namun demikian, realisasinya pada musim hujan 1995/1996 hanya mencapai 90 persen, sedangkan untuk musim kemarau 1 1996 telah dicapai 112 persen dan 99.73 persen pada musim kemarau II. Pola tanaman optimal yang dapat meningkatkan pendapatan petani adalah padi-padi-kedalai (TABELA-Tapin Plus dengan varietas Memberamo-kedelai dengan teknologi anjuran). Tingkat pendapat yang dapat dicapai dengan pola tanam tersebut dalam satu tahun per ha adalah Rp 5.399.670. Hambatan utama dalam rangka sosialisasi teknologi SUTPA adalah adanya sistem "kedok" dan adanya tunggakan KUT musim tanam sebelumnya bagi petani peserta SUTPA, sehingga modal yang digunakan petani kurang memadai. Masalah-masalah yang timbul selama pengkajian berlangsung, bersifat spesifik lokasi seperti penyesuaian alat tabur benih langsung terhadap jenis tanah, teknik pengendalian gulma yang perlu disempurnakan, air irigasi yang kurang mencukupi, penyediaan benih bersertifikat yang kurang tepat waktu serta kebiasaan petani yang belum sesuai dengan teknologi inovasi yang diterapkan |
