From an economic point of view, efficiency is a central requirement for regimes for utilization and protection of biological diversity. An important first step is to specify precisely what has to be the subject of protection. Depending on the problem and on how "public" or "private" the resource utilization under consideration is, very different regimes may lead to an efficient resource allocation. Relevant differences exist in the distribution of the rights of disposal between private land owners and the state, and in the latter case, differences also exist concerning the political/administrative level on which such regimes are to be established (e.g. community, country, state, state union) Aus oekonomischer Sicht kommt es vor allem darauf an, solche Nutzungs- und Schutzregime ueber biologische Vielfalt zu etablieren, die effizient sind. Dafuer ist es zunaechst wichtig, die konkrete Auspraegung dessen zu praezisieren, was Gegenstand des Schutzes sein soll. Je nach Problemstellung und Oeffentlichkeitsgrad der konkreten Nutzung koennen sehr unterschiedliche Regime eine effiziente Ressourcenallokation bewirken. Diese Unterschiede betreffen sowohl die Art des Regimes (z.B. die Verteilung von Verfuegungsrechten zwischen Privaten und dem Staat) als gegebenenfalls auch die politische administrative Ebene, auf der die Regime zu verankern sind (z.B. Kommune, Land, Staat, Staatengemeinschaft)
