Summary: | This study aims to develop a strategic plan for Joliet Junior College (JJC) (Illinois), in order to address the needs and expectations of the college constituency. JJC is a public two-year college located 30 miles southwest of Chicago. Approximately 11,500 credit students and 17,000 non-credit students attend one of JJC's three campuses. Although an institutional vision has been established, and institutional goals had been developed for the next strategic planning cycle, concrete key performance indicators had not been constructed. The purpose of this study was two-fold. First, the importance ratings of several quality measures needed to be attained, and the average importance ratings contrasted among college constituent groups for both similarities and differences. Second, based on the input of the constituents, the most appropriate set of academic programs and support services needed to be complied. As a result, these academic programs and support services became the focus of subsequent continuous quality improvement regimens and the college's 2002-2007 strategic plan. The Quality Measure Questionnaire, consisting of 93 key indicators, was sent to a small random sample which was drawn from administrative and support staff, full-time faculty, part-time faculty, students, and college district residents.
