Summary:The objective of popular education has been associated with the creation of identity of popular groups in society. Education has been considered a key in the process to reform and modernize social structures. In the 1990s, democratic governments have promoted popular participation to solve development problems. This context poses new challenges that have practical and theoretical implications for popular education and evoke new themes for discussion. Innovative methodologies are needed to improve the quality of educational processes. The theme of transmission of knowledge and power appears to be very important. The perspective of an active relationship between educators and students with reciprocal processes of transmission and appropriation places the problem of autonomy of popular groups in a different perspective. Popular education must undertake a new type of analysis that permits an understanding of economic, class, and gender relations from the point of view of indigent cultures. In some cases, new relationships of cooperation with the state must be created to attain a more extensive and national implementation. Popular education must take account of gender differences and promotion of creativity and personal development. The problem facing educators is how to combine leadership with the equalizing discourse on which most of their action is based. (YLB)
