Summary:The Cost-Effectiveness Analysis Model for Competency Based Education (CBE) Assessment Programs is designed to assist state and institutional decision-makers in the cost analysis of alternative assessment strategies in CBE programs. The general model indicates stages of decision-making related to the use of various assessment strategies within the CBE context. Data are initially collected and recorded in two separate data matrices--one for cost and one for effectiveness. The outcomes of each of these analyses are grouped in a data display for decision-making. Included in the described model are procedures for cost analysis, primary cost analysis, secondary cost analysis, primary effectiveness analysis, and secondary effectiveness analysis; a cost data matrix; an effectiveness data matrix; and a summative data display for decision-making.
