Summary:This volume of the report of the New York Commission on the Quality, Cost and Financing of Elementary and Secondary Education is organized in four parts. Chapter 11, "Governance," discusses local control and citizen participation; the local school district; BOCES (Boards of Cooperative Educational Services) and regionalism; and, performance accountability. Chapter 12, "New York City: a special case," is organized in two parts. The first part discusses "the decentralization law: article 52-A of The Education Law as Added by Chapter 300 of the Laws of 1969"; while the second is concerned with "school policies and governance since the decentralization law." Chapter 13, "Educators and educational policy," comprises discussions of productivity gains in education, increased quality in education, future state policy in an age of teacher surplus, educational technology, instructional equipment and supplies, tenure, the New York City Board of Examiners, working conditions of teachers, sex discrimination in administrative posts, contracting out, and open education programs.
