Animation data are transmitted in accordance with their characteristics. An encoded reference picture data storing means (105) stores the picture data of one screen constituted of a plurality of picture elements as encoded reference picture data. A differential evaluation computing means (107) computes the difference evaluation between block data constituting picture data to be encoded and block data corresponding to the encoded reference picture data. An encoding and transmitting means (109) encodes block data which are different from the block data corresponding to the encoded reference picture data as block data to be encoded based on the differential evaluation and transmits the encoded block data together with a block ID by changing a transmitting method.
