Provided is a novel means for delivering a useful ingredient into the skin.　Specifically provided are: a skin external preparation composition characterized by containing composite fine needle-like crystals having a configuration such that a polymeric useful ingredient is included in crystals of a biosoluble substance; and a method for producing composite fine needle-like taurine crystals each having a polymeric useful ingredient included therein, the method being characterized by comprising a step for making crystals to grow under an environment where an aqueous solution (A) in which taurine, that is a biosoluble substance, is dissolved is mixed with or brought into contact with a liquid substance (B) having poor taurine solubility, wherein the polymeric useful ingredient is dissolved or dispersed in the aqueous solution (A) or the liquid substance (B), whereby the polymeric useful ingredient is included in the crystals as the crystals grow.
