A UV-curing cured-in-place pipe liner (50) having an inner layer (60) and a resin carrier material layer (70), and an outer protective film (10). The outer protective film (109 includes a multilayer composition including a cross-laminated high density polyethylene layer (20), a tie layer (30), and a central barrier layer (40) extrusion laminated into a unitary film and positioned between a pipe sidewall and the pipe liner (50), thereby incorporating mechanical strength, barrier properties, and UV barrier properties for pipe refurbishment.
