A rotating shaft mechanism (1) and an electronic device. The rotating shaft mechanism (1) comprises a base (12), first rotating assemblies (11a), and second rotating assemblies (11b). The first rotating assemblies (11a) and the second rotating assemblies (11b) are arranged on two sides of the base (12), respectively. The base (12) is provided with a support surface (1b), and a first sinking step (122) and a second sinking step (124) are respectively provided on two sides of the support surface (1b). Each first rotating assembly (11a) comprises a first support arm (111), a first rotating plate (112), a first pin shaft (113), and a first torsion spring (114). The first support arm (111) is rotatably connected to the base (12). A first side (112a) of the first rotating plate (112) is rotatably connected to the first support arm (111) by means of the first pin shaft (113). The first torsion spring (114) is sleeved on the first pin shaft (113), a first torsion arm (1141) of the first torsion spring (114) is fixed
