Aspects of the disclosed technology comprise techniques, a mechanism, and a battery management device for diagnosing battery cells subject to under-voltage. The battery management device may determine an accumulated balancing time of each battery cell of multiple battery cells included in a battery pack. The battery management device may determine whether the battery pack is abnormal by comparing a median value of the accumulated balancing time of each of the multiple battery cells with a first reference time. The battery management device may, when the median value exceeds the first reference time, compare the accumulated balancing time of each of the multiple battery cells with a second reference time so as to identify at least one under-voltage battery cell among the multiple battery cells.
