An electric motor controller limits an output torque of an electric motor by means of the torque amplitude-limiting method, which comprises the following steps: acquiring a water inlet temperature, a water pump gear, and a battery voltage, and acquiring an initially determined output current limit value according to the water inlet temperature, the water pump gear, and the battery voltage; acquiring an opening degree of an accelerator pedal at the current moment, according to the opening degree, determining whether the current initially determined output current limit value needs to be limited, and when the opening degree is greater than or equal to a preset opening degree, maintaining the initially determined output current limit value, and when the opening degree is less than the preset opening degree, reducing the initially
