A display panel and a terminal device. The display panel is provided with a light-transmitting hole, a display area, a peripheral area and a transition area located between the light-transmitting hole and the display area. The display panel comprises a driving backplane, a barrier dam, a first isolation assembly, a light-emitting device, a photoelectric sensor and a packaging layer. The barrier dam is arranged on the driving backplane and located in the transition area, and the barrier dam surrounds at least part of the light-transmitting hole; the first isolation assembly is arranged on the driving backplane and located in the transition area, and the first isolation assembly is spaced apart from the barrier dam in the radial direction of the light-transmitting hole; the first isolation assembly comprises a first isolation post surrounding at least part of the light-transmitting hole, and a side wall of the first isolation post is provided with a cut-off groove surrounding at least part of the light-transmit
