The present invention relates to a method capable of preparing a vinyl chloride-based polymer exhibiting improved melting rates and mechanical properties and having low harmfulness by pre-mixing and adding a carbonate metal salt and a mixing dispersant containing highly hydrated polyvinyl alcohol before polymerization and then polymerizing vinyl chloride-based monomers, and to a vinyl chloride-based polymer prepared by the method. La présente invention concerne un procédé permettant de préparer un polymère à base de chlorure de vinyle présentant des vitesses de fusion et des propriétés mécaniques améliorées et ayant une faible innocuité en mélangeant et en ajoutant un sel métallique de carbonate et un dispersant de mélange contenant de l'alcool polyvinylique hautement hydraté avant la polymérisation, puis en polymérisant des monomères à base de chlorure de vinyle, et un polymère à base de chlorure de vinyle préparé par le procédé. 본 발명은 고수화도 폴리비닐알코올을 포함하는 혼합 분산제와 카보네이트 금속염을 중합 전 미리 혼합하여 투입한 후, 염화비닐계 단량체를 중합함으로써 개선된 용융 속도 및 기계적 물성을 나타내고, 낮은 유해성을 갖는 염화비닐계 중합체를 제조할 수 있는 방법 및 상기 방법을 통해 제조된 염화비닐계 중합체에 관한 것이다.
