A composite ion exchange membrane, comprising a porous base membrane layer (11) and a graft polymerization resin layer (12). A preparation method for the composite ion exchange membrane comprises: subjecting a polymer monomer and polyvinylidene fluoride to a graft polymerization reaction to form a graft polymer; preparing the graft polymer into a dispersion liquid; spraying same onto the porous base membrane layer to obtain a composite thin membrane; and subjecting the composite thin membrane to a protonation treatment using an acid solution or an alkali solution to obtain the composite ion exchange membrane. By means of the method, a composite ion exchange membrane with high ionic conductivity and high stability can be prepared.
