Provided are: an activator composition containing (A) a nonionic surfactant that has two or more hydroxyl groups per hydrophilic group, and (B) an oily component that is in a liquid form at 25°C and has only one hydroxyl group, the viscosity at 25°C of said activator composition being lower than 50% of the viscosity of component (A) and said activator composition having low viscosity and excellent handling properties; and a cosmetic containing the activator composition and giving good feeling in use. L'invention fournit une composition d'activateur qui est faiblement visqueuse et dotée d'excellentes propriétés de manipulation, et qui comprend (A) un tensio-actif non-ionique possédant au moins deux groupes hydroxyle pour un groupe hydrophile, et (B) un composant huileux liquide à 25°C possédant seulement un groupe hydroxyle. La viscosité à 25°C de cette composition d'activateur est inférieure de 50% à la viscosité du composant (A). L'invention fournit également un produit cosmétique comprenant cette composition d'activateur et de sensation satisfaisante lors de sa mise en œuvre. （Ａ）親水基１個当たりに水酸基を２個以上有する非イオン性界面活性剤、及び （Ｂ）水酸基を１個のみ有する２５℃で液状の油性成分 を含有する活性剤組成物であって、この活性剤組成物の２５℃での粘度が（Ａ）成分の粘度の５０％未満である活性剤組成物であり、低粘度で取扱い性に優れた活性剤組成物、及びこれを含有し使用感の良い化粧料を提供する。
