Provided is a validation system and a validation method that can accurately verify the validity of a state of a service providing means having been changed. A container management unit (64) or a configuration management unit (62) changes the state of a network service that provides communication services. An AI/big data processing unit (56) calculates an index value indicating usage conditions, in the present or the future, of a communication service dependent on the state of the network service in the conditions before the state was changed, said calculation being made on the basis of a measured value for usage conditions of a communication service not dependent on the state of the network service at a time after the state change, and the state of the network service before the state change. A policy manager unit (80) determines whether the calculated index value satisfies a specified condition.
