The method comprises: constructing a full-life-cycle cost model that takes reliability and cost efficiency into consideration, wherein the full-life-cycle cost model relates to one-time investment cost, operation and maintenance cost, electric power line loss, failure-induced electric power loss, and failure maintenance cost; and generating and employing topological structures satisfying current-carrying capacity constraints, completing a submarine cable model selection according to the generated topological structures, calculating full-life-cycle cost for each topological structure, and using the full-life-cycle cost as a target function of an improved genetic algorithm, so as to obtain an optimal topological structure for the power collection system.
