The first agent replenishing element (13) is configured to replenish a first agent to the first agent tank (11) underwater when the first switching ball valve (14) is off, or the first agent replenishing element (13) is configured to replenish the first agent to the first agent tank (11) and the second agent tank (12) underwater when the first switching ball valve (14) is on.
