A recombinant porcine reproductive and respiratory syndrome virus (PRRSV) for treating or preventing African Swine fever virus. The recombinant PRRSV contains an interfering RNA expression framework inserted on a PRRSV genome, the interfering RNA expression framework containing interfering RNA and a TRS sequence; the interfering RNA is an RNA sequence with RNA cleavage activity at one or both ends of the interfering RNA; when there is an RNA sequence with RNA cleavage activity at one end of the interfering RNA, a characteristic RNA sequence recognized by RNase at the other end of the interfering RNA is preferred; the interfering RNA is an interfering RNA of the pathogenic virus; and an interfering RNA of African Swine fever virus is preferred.
