The present technology relates to a data analysis device and method, and a program which make it possible to select observation data suitable for analyzing an image captured by a satellite. The data analysis device comprises: a data acquisition unit which acquires a satellite image obtained by capturing an image of a prescribed place on the ground at a prescribed time by using a satellite and acquires, from among ground data acquired on the ground, ground data according to a satellite image capturing condition; and an analysis processing unit which analyzes the satellite image by using the acquired ground data and satellite image. The present technology can be applied to, for example, a satellite image processing system using a satellite image.
