The electrically operated propellant is substantially waterless with a water content of less than 10 weight % (wt.%) water based on total weight of the electrically operated propellant. Un agent propulseur électrique comprend un oxydant de perchlorate et un liant polymère insoluble dans l'eau ayant une solubilité dans l'eau inférieure à 0,1 gramme (g) pour 100 grammes d'eau à 25 °Celsius (°C).
