Provided are a medium abnormality detection device and a medium abnormality detection method which enable detecting presence or absence of an abnormality in a medium while shortening time for inspection and reducing costs. A medium abnormality detection device 1 is provided with: a measurement unit 10 that measures impedance of a plurality of media and at least one target medium as characteristic values; a state deduction unit 22 that sets an abnormality determination threshold from the distribution state of the characteristic values of the media; and an abnormality detection unit 23 that determines presence or absence of an abnormality in the target medium from the characteristic value of the target medium and the threshold.
