Summary:The apparatus of wireless communication may be a UE to handle being camped on a marginal cell without handover instruction from base station. The UE may locally release an RRC connection with a first base station based on at least one of an SNR, a SINR, or a BLER from the first base station and reselect to a second base station different than the first base station upon locally releasing the RRC connection with the first base station. Selon l'invention, un appareil de communication sans fil peut être un EU à traiter en attente sur une cellule marginale sans instruction de transfert en provenance de la station de base. L'EU peut libérer localement une connexion RRC avec une première station de base sur la base d'au moins l'un d'un rapport signal sur bruit (SNR), un rapport signal sur interférence plus bruit (SINR), ou un taux d'erreur de bloc (BLER) de la première station de base et re-sélectionner vers une seconde station de base différente de la première station de base lors de la libération locale de la connexion RRC avec la première station de base.
