This characteristic evaluation system has: a model creation unit 2 that generalizes knowledge held by a specific person and creates a model; an observation unit 3 that acquires data regarding movement of a target person who belongs to a team; an inference unit 4 that uses the model and infers a characteristic of the target person or the team on the basis of the data obtained by the observation unit; and an instruction unit 6 that performs output on the basis of the characteristic that is the result of inference by the inference unit.
