This solid oil-in-water type emulsified cosmetic contains: an oily component including silicone oil and wax; 1-17 mass% of a powder; and 30-65 mass% of a water phase. The silicone oil contains a volatile silicone oil and a nonvolatile silicone oil. The volatile silicone oil accounts for 5-40 mass% of the mass of the oily component. A pigment in the powder accounts for not more than 4 mass% of the mass of the solid oil-in-water type emulsified cosmetic.
