The present invention provides: a wet sheet that has, impregnated in a fiber substrate thereof, a medicinal solution containing protein, and that is less likely to undergo yellowing over time; and a medicinal solution used for such a wet sheet. The present invention pertains to a wet sheet obtained by impregnating a fiber substrate with a protein-containing medicinal solution, the wet sheet being characterized in that the medicinal solution contains a non-reducing sugar and a moisturizing ingredient in amounts that satisfy formula (1) or formula (2). Formula (1): QT≥4.00 when 0.50≤QG<1.50. Formula (2): QT≥0.30 when 1.50≤QG. In these formulas, QT and QG represent the contents (mass%) of the non-reducing sugar and the moisturizing ingredient, respectively, with respect to the total mass of the medicinal solution.
