A method and a device for sectioning and clustering a horizontal well which is subject to volume fracture. The method comprises: determining each preselected section point according to the number of sections of portions to be fractured of a horizontal well (S11); determining whether the variance of the fracture potential value of each logging point between every two adjacent preselected section points is less than or equal to a preset variance threshold (S12); if not, determining each preselected section point again; for each screened fracture section, determining a preselected cluster point of the fracture section according to the minimum cluster space and the maximum cluster space corresponding to the reservoir type of the fracture section (S14); determining whether the average of the fracture potential values corresponding to the preselected cluster points is greater than or equal to a first average threshold (S15); if yes, determining each preselected cluster point as a cluster point of the fracture secti
