The communication and navigation integrated network positioning system comprises a coverage unit, a baseband unit and a positioning server, wherein the coverage unit is connected to one or more newly added antennas; the coverage unit is used to select, at different moments, a self-contained antenna of the coverage unit or a newly added antenna according to a pre-set antenna selection rule to receive positioning signals sent by a terminal, and send the positioning signals to the baseband unit; the baseband unit is used to aggregate measurement values corresponding to the positioning signals belonging to the terminal, and report the measurement values to the positioning server; and the positioning server is used to calculate position information of the terminal according to the measurement values.
