[Problem] To facilitate automation of an operation related to NW control. [Solution] A conversion device 10, which converts an output of an external device 20 and outputs a request to a management device 30 for managing a NW in which a predetermined service is provided, is provided with: a parse/mapping unit 11 and a parameter complementing unit 12 as a setting unit which parses the output of the external device 20 and sets a target state of the NW; and an order generating unit 13 which obtains difference information indicating a difference between the target state and the current state of the NW and generates, from the difference information, an order for requesting the management device 30 to control the NW. Le problème décrit par la présente invention est de faciliter l'automatisation d'une opération liée à une commande réseau.
