The image decoding method performed by a decoding device, according to the present invention, comprises the steps of: deriving, from a bitstream, transform coefficients for a current block; deriving an overlapped block motion compensation (OBMC) flag for the current block; deriving a prediction block for the current block by applying OBMC for the current block, if the value of the OBMC flag is true; deriving a transform set for the current block on the basis of the OBMC flag; deriving a residual block for the current block by processing the transform coefficients of the current block on the basis of the transform set; and generating a restored picture on the basis of the prediction block and the residual block.
