A method and apparatus for the comprehensive recycling of copper smelting slag. The method comprises the following steps: introducing copper smelting slag to a cavity by means of a first inlet; and in the heat supply state of an electrode and in the presence of a reducing agent, recycling valuable metal in the copper smelting slag. The apparatus used in the method comprises a CR furnace and a reducing agent supply device. The reducing agent supply device is used for supplying a reducing agent to the CR furnace. The CR furnace comprises a housing and an electrode; a cavity is formed in the housing; the housing is provided with a first inlet; the electrode passes through the housing and extends to the cavity for heat supply; and the volume of the part of the electrode extending into the cavity accounts for 1.5-5.5% of the total capacity of the cavity.
