The present application provides a message forwarding method, a control plane gateway, and a user plane gateway. The method comprises: the control plane gateway obtains registration information of a first user equipment (UE) and registration information of a second UE, the registration information of the first UE comprising a UE identifier for communication with the first UE, and the registration information of the second UE comprises a UE identifier for communication with the second UE; generate a forwarding routing table of the first UE and the second UE according to the registration information, the forwarding routing table comprising information required for a path that the first UE and the second UE perform message transmission; and deliver the forwarding routing table to a first user plane gateway and a second user plane gateway, the forwarding routing table being used for the user plane gateways to determine a message forwarding path between the first UE and the second UE.
