A vehicle speed control device 1 is provided with: a lane detecting unit 120 which detects a roadway outside line of a lane on which a subject vehicle V is traveling; an object detecting unit 121 which detects an object present outside the roadway outside line; and a speed control unit 123 which controls the speed of the subject vehicle V in such a way as to pass to the side of the object at a speed lower than the speed of the subject vehicle V when the object detecting unit 121 detected the object. After the subject vehicle V has passed to the side of the object, the speed control unit 123 causes the subject vehicle V to accelerate to the speed when the object was detected.
