An oil-in-water emulsion composition which contains the following components (A)-(D) and in which the content mass ratio [(A)/(B)] of component (A) with respect to component (B) is 0.06-18. (A) Polyoxyethylene alkyl ether or polyoxyethylene alkenyl ether in which the number of carbon atoms of the alkyl group or alkenyl group is 20-24 and the average number of added mol of ethylene oxide is 1.5-4; (B) a phospholipid; (C) a hydrophobically treated powder; and (D) water. L'invention concerne une composition d'émulsion huile dans l'eau qui contient les composants suivants de (A) à (D) et dans lequel le rapport de masse de contenu [(A)/(B)] du composant (A) par rapport au composant (B) est de 0,06 à 18.
