Provided is a thermal energy recovery device comprising the following: a circulation path in which a working medium is circulated; a thermal fluid circulation path through which flows hot water; an evaporator that evaporates the working medium flowing in the circulation path by heat from the hot water flowing through the thermal fluid circulation path; a preheater that heats the working medium, prior to the medium flowing into the evaporator, using heat from the hot water flowing through the thermal fluid circulation path; and a control unit that performs control for startup operation of the thermal energy recovery device. The control unit performs suppression control to suppress the difference in temperature between the hot water in the preheater and the working medium during the startup operation. L'invention concerne un dispositif de récupération d'énergie thermique comprenant les éléments suivants : un trajet de circulation dans lequel circule un milieu de travail; un trajet de circulation de fluide thermique à travers lequel s'écoule de l'eau chaude; un évaporateur qui évapore le milieu de travail s'écoulant dans le trajet de circulation à l'aide de la chaleur provenant de l'eau chaude s'écoulant à travers le trajet de circulation de fluide thermique; un préchauffeur qui chauffe le milieu de travail avant qu'il s'écoule dans l'évaporateur, en utilisant la chaleur provenant de l'eau chaude s'écoulant à travers le trajet de circulation de fluide thermique; et une unité de commande qui effectue une commande pour l'opération de démarrage du dispositif de récupération d'énergie thermique.
