Disclosed are a sandwich panel which exhibits improved dimensional stability and ease of handling, with the insertion of a buffer member between a first metal plate and a phenol foam layer and between a second metal plate and the phenol foam layer, and a manufacturing method therefor. A sandwich panel according to the present invention comprises: a phenol foam layer; a first and a second soft foam layer respectively laminated on both surfaces of the phenol foam layer; a first and a second surface sheet respectively laminated on the first and the second soft foam layer; and a first and a second metal plate respectively laminated on the first and the second surface sheet.
