Embodiments of the present invention provide a length determination method and device. The method comprises: obtaining motion characteristics of a picture to be encoded, wherein the motion characteristics are used for representing a degree of motion change between the picture to be encoded and an original picture of the picture to be encoded; and determining, according to the motion characteristics, a group of picture (GOP) length used by encoding the picture to be encoded.
